AGENTS.md was materially stale. Add the missing roles so the public roster matches the actual harness: - Leadership section: Product Manager + Account Lead (relocated from Delivery) - Technical Council: add Apple Platform Engineer and LLM Engineer - Hardware Council: add all 9 roles (was absent entirely) - Refresh the governance matrix to lead with the PM Membership now matches CLAUDE.md (25 standing roles across Leadership + four councils). Details sourced from each role's persona file.

This PR contains no Viability Council changes — that idea was explored and then dropped per the maintainer's decision. This is purely the roster-accuracy fix.
