Add a reusable `isDev` constant wrapping `import.meta.env.DEV`, so development-only checks share a single typed source of truth.
Add an `isDev?: boolean` route meta. Routes configured with `meta.isDev` are filtered out unless the shared `isDev` constant is true. The filter is applied at the single `handleConstantAndAuthRoutes` chokepoint, so it covers vue routes, menus and cache routes for both static and dynamic route modes.
The Star History chart is currently broken because the GitHub stargazer API restricts unauthenticated access, preventing the chart from rendering. Point the chart to star-history.dera.page, which uses an alternative data source that requires no API token, so the chart works again in both the English and Chinese READMEs.
