docvet 1.2: Cross-References Must Be Linkable

The missing-cross-references rule now requires bracket-link syntax ([docvet.config][]) in See Also: sections. Plain text mentions no longer satisfy the check — every cross-reference must be clickable in mkdocstrings-rendered documentation.
