ci: add GitHub Actions workflow and fix test discovery

- .github/workflows/ci.yml: two jobs (tests + lint)
  - Tests matrix: Python 3.10 / 3.11, CPU-only torch, uv install
  - Lint: flake8 on ctrlnmod/ (max-line=120, ignore E501/W503/E203)
- tests/conftest.py: pytest_ignore_collect guard skips test_train when
  data.pendulum.load_pendulum is not importable; adds 'slow' marker
- tests/*/__init__.py: add missing files so pytest correctly discovers
  all subdirectories (lmis, losses, models/*, regularizations, train)
