[Feature] hotkeys to switch modes

Prerequisites

• I have searched the existing issues for a duplicate request.
• I understand that each report must only contain one request. Other requests must get their own report.

The Problem

Switching modes requires using the mouse which is slow.

Feature Description

It would be useful to switch modes using hotkeys. e.g. Ctrl+V automatically puts us into Paste; Ctrl+S puts us into Select.

Intuitively, Ctrl+O for operation but maybe hotkeys for each operation makes more sense and what if we try to keep the left hand for these hotkeys?

Ctrl+F: Find/Search box (most operations have this. one does not and one has two. )
Ctrl+W: Waterlog
Ctrl+Q: Clone
Ctrl+E: Fill
Ctrl+R: Replace
Ctrl+B: Biome

I have created a fork and wired up a number of user interface changes. We may not want to merge it but it is useful as a demo of what I'm trying to accomplish. It's at https://github.com/jtmoree-github-com/Amulet-Map-Editor/tree/new_interface

This issue is addressed in that code by mapping Fkeys to mode switches. I also played with mapping Alt key combinations as the Ctrl key is getting overloaded.

I plan to submit some PRs for various issues. For this one I have made drastically different decisions since I first posted this. I realized that mode switching using Fkeys would free up a lot of other keys for other stuff. In my experimental code I do this and move the mode switching from buttons to a select field. I'll come back to this after a bit more experimenting. If you want to see the experiments they are in
