build(ci): 添加Gradle Wrapper与GitHub Actions自动发布流水线

- 推送 v* tag 时自动执行 buildPlugin 并创建 Release 上传插件 zip
- 补建 v1.5.0-v1.6.2 缺失的 Release 条目
- CI 环境跳过 IDE 源码下载,补充 1.6.5 更新说明
