What does the pull request do?
Following the updated home design for the control catalog samples here #22058 ,this PR updates the side bar, specifically the page list. It adds categorization, adds a new SettingsPage to replace the previous settings popup and adjust the styles to look better. There are still changes we'd want to do for the general UX/UI of the sample that could affect the sidebar, but those will be handled in other prs.
