When installed VS 2026 there is the option to auto integrate the VS 2022 extensions. That works but in the long run I do not propose. They are not copied into the VS 2026 ext folder.
When I tried to go back to 11.9 AvaloniaVS extension the installer failed. You could see that the installer is actually v18 (not v17). Uninstalled VS 2026. No change.
When looking at the log more closely you would see that VS 2026 was not the problem but the updated VS installer. Therefore I renamed the new installer folder (C:\Program Files (x86)\Microsoft Visual Studio\Installer) to some temp folder and reinstalled the VS 2022 installer. Then the 11.9 AvaloniaVS extension version installs nicely when double clicked. Hope that helps.
