What changed in this PR
Syncs the event processor workflow with azure-sdk-tools PR 17346, separating Azure-dependent issue handling from other events.
Changes:
- Limits Azure login and Key Vault access to newly opened issues.
- Adds a separate job for other events with narrower token permissions.
- Removes commented-out source-build instructions.
