What changed in this PR
Syncs skill evaluation configurations from azure-sdk-tools PR #17350 into the Azure SDK for Java repository. These changes affect evaluation setup only, not SDK runtime code.
Changes:
- Replaces top-level
configwithdefaultsin four evaluation suites. - Adds explicit skill environments and skill-invocation checks to trigger evaluations.
- Uses next calendar month for the schedule-risk prompt to avoid a stale target date.
