Removes the 2026-03-01-preview service version from Azure Key Vault Certificates while keeping source, generation customization, tests, and release notes aligned.
Changes:
- Removes the preview version from the public enum and customization list.
- Updates platform-managed test coverage and adds builder tests for supported versions and default-version behavior.
- Documents the removal and recommends
V2026_04_01as the replacement.
