Bump version to 1.3.33 and update changelog

## v1.3.33

**Performance**

- `ha-card` now uses `contain: layout paint style` and the main SVG is promoted to its own compositor layer (`will-change: transform`)  flow and LED animations no longer repaint the whole card (incl. the 40px box-shadow) every frame
- Flow resync no longer forces a synchronous reflow (`offsetWidth` hack removed); animations are restarted via the Web Animations API
- Value tweens (solar/battery/grid/load/EV/extras) now share a single `requestAnimationFrame` loop instead of one loop per value
- `hass` setter diffing uses a precomputed, deduplicated entity list built in `setConfig`
- Solar day ring skips recomputation unless `sun.sun` attributes or the current minute change
- Node hover uses `opacity` instead of `filter: brightness()` (avoids a filter layer on hover)

No visual changes.
