Current mega PR. Collects ongoing parity work, the perf pass, CI flake root-cause fixes and dependency bumps.
So far:
e2e flake (gopherstack-h7ob0): delete tests waited on broad text= locators that also match the "... deleted" toast; now wait for the specific card to detach, plus a backend check.
awsconfig: DescribeConformancePackStatus returns an empty list for unknown packs (the SDK doesn't model NoSuchConformancePackException for this op, so the Terraform delete waiter aborted).
terraform harness: AWS Config fixtures sweep recorders/delivery channels before releasing the lock; guard requires recorder fixtures to take it.
gcpcloudbuild: a build timeout beats a killed step's 137 exit (was FAILURE, now TIMEOUT).
rds: restore-point capture returns only once the dump is on disk; replica relaunch test fixes.
Dockerfile: UI build gets an 8 GiB Node heap (4 GiB aborts with "JavaScript heap out of memory").
We couldn't safely recover the incremental review. No full review was started, and the last reviewed checkpoint was preserved. Retry later, or explicitly request a full review by commenting @coderabbitai full review.

This change adds several AWS operations and performance improvements. The remaining problems are small: test cleanup that can leak fixtures between runs, a wrong error code for a changed phone number, a rare metrics race when a lock name is closed, an edge-case difference when parsing delete requests, and a missing required-field check on bulk Batch jobs. They are worth fixing but do not block merging.

The title "feat: parity + perf follow-ups, CI flake hardening, dependency bumps" is a partial match. It names real parts of the changeset: SDK parity operations (Account, Batch, CodeCommit, Lightsail, SageMaker, Transcribe), performance work (router, lock metrics, S3 delete parsing, DynamoDB numeric comparison), CI flake fixes (e2e S3 delete wait, pipes test helpers), and the boto3 bump. Continue channel cleanup when recorder listing fails.
If DescribeConfigurationRecorders fails, this return also skips DescribeDeliveryChannels. A leaked delivery channel can then block the next fixture even if channel listing would succeed. Log the recorder error, skip recorder-specific work, and still attempt channel cleanup.

Check the lock in the test that uses each fixture.
This assertion searches the entire source file. If one test calls lockAWSConfig(t) and another test in the same file uses a recorder fixture without it, the unlocked test passes this check. Associate each fixture use with its enclosing test before checking for the lock.

Make the captures overlap in this regression test.
This test starts only one explicit capture. If no other capture is in flight, it passes without testing the new wait. Block a first capture in the fake runtime, start a second capture for the same unit, then release the first. Check that the second call does not return before the dump is on disk.

Replace the anonymous request structs in both handlers with named request types
for the send and verify payloads, preserving their existing JSON fields and
tags. Use those types when decoding the requests.
Use t.Context() instead of context.Background() in the new helper.
waitPipeState is new code and calls b.GetPipe(context.Background(), name). The repository rule forbids introducing context.Background() in tests. t is in scope, so pass t.Context() and drop the context import.
Based on learnings: "Do NOT introduce context.Background()/context.TODO() in service code or tests to satisfy a signature — thread the real request/root context (in tests use t.Context())."

Remove the //nolint:gosec directives and use a checked conversion helper.
The repository guideline forbids //nolint. The ast-grep hint flags these int to int32 narrowing conversions at lines 226-229 and 234. Add one helper that clamps the value, and call it from buildHunk and lineNo.

Run the final-name sweep while holding nameRefsMu.
releaseName deletes the final nameState and unlocks nameRefsMu before Close deletes the metric series. A concurrent New can create a new nameState and cache metric handles. The pending sweep can then delete those new series, leaving the live mutex with stale handles.
Pass the sweep as a callback to releaseName and run it before unlocking on the final release.

Preserve enough state to report a changed phone number as a conflict.
After a send, changing the contact phone number clears both pending fields. VerifyPhoneNumber then returns ResourceNotFoundException (404). AWS specifies ConflictException (409) for this exact sequence. Preserve a change marker or the prior verification number, and update the SDK test to expect the conflict. (docs.aws.amazon.com)

Validate that reason is non-empty.
PARITY.md (line 35) documents CancelJobs as "reason required". runBulkJobs validates only the job count. A request without reason succeeds and records an empty StatusReason. CancelJob (services/batch/jobs.go) does not check reason either. Add the check here so all three operations share it.

Reject raw \r in the fast path so it matches encoding/xml.
The fast path accepts a raw \r inside <Key> and <VersionId> text. encoding/xml rewrites an unescaped \r or \r\n into \n. A client that sends a raw carriage return in a key gets a different key from the fast path. The delete then targets a key that does not exist. Reject \r here so these bodies take the encoding/xml fallback. Add a whitebox test case such as <Key>a\r\nb</Key>.

update, terminate), VNICs and attachments, private IPs, ephemeral and
reserved public IP assignment, boot and block volumes, iSCSI and
paravirtualized attachments, volume backups and backup policies with
assignments. Route targets and NSG membership now resolve real private
IPs and VNICs. State only; no VM runs.

…soft delete
Job task output goes to Cloud Logging on a cloud_run_job resource. Services and
Jobs serve Get/Set/TestIamPermissions through the new pkgs/gcpiampolicy.
Revisions run as instances: sidecars share the first container's network
namespace, depends_on orders starts, startup and liveness probes gate and
replace instances, emptyDir and Secret Manager volumes and secret env are
materialized. Instances scale on max_instance_request_concurrency up to
max_instance_count, queue then 429, keep min instances and scale to zero after
idling, all on an injectable clock. Deleted services, jobs and executions are
listable with show_deleted until expire_time.

pubsub, secretmanager, kms, cloudtasks, eventarc, spanner, bigtable,
artifactregistry, iam and storage drop their hand-rolled etag logic.
They gain version-3 condition validation, _withcond_ role renaming on v1
reads, the raw empty-policy etag, and service-scoped TestIamPermissions
filtering. A guard fails when a gcp service handles etags in SetIamPolicy
without importing the package.

…t applies immediately
A ModifyDBInstance without ApplyImmediately now merges into existing
PendingModifiedValues and a value equal to the current one cancels that
pending field. The RDS drift fixture sets apply_immediately = true, as the
provider default (false) defers the correction to the maintenance window.

Current mega PR. Collects ongoing parity work, the perf pass, CI flake root-cause fixes and dependency bumps.
So far:
