CI Windows: fix mingw-w64-x86_64-jq missing

MSYS2 has retired MINGW32/64 and CLANG32 environments [1] so that the
mingw64 doesn't work. Use the one from plain MSYS. Also install curl
explicitly (seems to be so, however).
