New release

Can we have a a new release of MGARD (either 1.6.1 or 1.7.0 depending on how you feel about the changes since then)? Since the last release, there have been 3 fixes required for compiling in some circumstances, and it would make things easier to have them in an official release (particularly for use in spack).

Thanks for the suggestion. Yes. We are preparing for the next major release by the end of the summer (August or September). In addition to the bug fixes, there are major changes/optimizations to both MDR-X and the MGARD compression workflow coming from our recent research work published at SC25 and SC26 that need to be incorporated into the new release. Most of the changes are ready to be merged into the main branch, and we are wrapping up a few minor issues.
