Prepare v0.6.0-beta.14 history lifecycle candidate

Summary

Prepare the next immutable prerelease from the current accepted develop history-lifecycle work.

Included

• bump package manifest to 0.6.0-beta.14;
• add beta.14 release/test scope for Issue [BUG] Reacquired upstream history transport can bind to a closed aiohttp connector #55 runtime acceptance;
• move the current history lifecycle work from Unreleased into beta.14 changelog notes;
• make Codex handoffs Issue-driven by default in AGENTS.md: chat handoffs normally contain only full repository name + Issue number, while Codex reads the canonical runbook from the Issue itself.

Runtime scope

beta.14 is focused on the historical /trips transport, startup/reacquisition lifecycle and the temporary closed-session compatibility shim already merged to develop.

No frontend modules changed after beta.13, so their existing validated content cache keys intentionally remain unchanged.

main is not touched. Runtime acceptance remains in Issue #55.

Keep the beta.14 runbook in Issue #55

This adds a version-specific acceptance runbook for work that line 5 says is still tracked in Issue #55, despite docs/RELEASE_CHECKLIST.md:111 explicitly requiring open work to remain in GitHub Issues rather than being duplicated as temporary runbooks under docs/. If the canonical Issue's candidate or acceptance criteria change, this file becomes a conflicting stale source; retain only a link to Issue #55 here, or move only durable behavior into non-versioned documentation.
