Summary

• release the legacy GenBI bundle as 0.29.2
• pin the bundle to Wren UI 0.32.3 and AI service 0.29.3
• restore a mutually compatible Docker Compose dependency graph so the launcher builds again
• make the legacy release workflow dispatchable from legacy/v1 and mark stable versions as non-prereleases

• launcher builds for macOS amd64, macOS arm64, Linux amd64, Linux arm64, and Windows amd64
• go test ./... compiles all packages; the existing TestFindWrenUIContainer integration test requires a running local Wren UI container and therefore cannot pass in an isolated release worktree

Dependency note

The previously selected Docker CLI and BuildKit versions use the split Moby client API, while the latest tagged Docker Compose v2 library still uses the prior Docker client API. That mixed graph does not compile. This release aligns the launcher with Docker Compose's compatible dependency line.
