chore(openspec): archive pointtapi-bulk-discovery-and-controls

Syncs the five delta specs into openspec/specs/ and moves the change to
archive/2026-08-25-. All 35 tasks and all four artifacts were complete.

pointtapi-boost-behavior gains the native probe-ladder and cached-verdict
requirements and its five fallback/native requirement splits; its Purpose
no longer claims boostMode is 403-blocked (the 2026-06-05 probe disproved
that). pointtapi-bulk-polling, -comfort-controls, -gateway-discovery and
-notifications are new capabilities — Purpose written by hand since the
deltas carried none.

openspec validate --specs --strict: 14 passed, 0 failed.
