Determine when WNV is discussed in press

The timing of releasing the one-pager should roughly coincide with when CDPH advertises and discusses spraying for West Nile Virus.

We need to determine the general timeframe of when this happens and align the release of the one-pager.

Obviously we're discussing the model publicly next week on August 8th. Sean says that he's doing an article in about two weeks, and @RaedMan is also working on a press release from CDPH.
