Add priority 0 meter configuration backend foundation

Summary

• add typed meter configuration contracts, voltage/CT catalogs, and Device Builder capability/lifecycle handling
• add bounded configuration parsing, hash-bound semantic storage/migration, and separate board/voltage topology identity
• add complete meter configuration inventory and generalized server-owned plan handles while preserving the CT wrapper
• amend the implementation plan to exclude configurable ATM90E32 sag, overvoltage, frequency-threshold, per-channel overcurrent, and split saturation/overcurrent status behavior
