Allow MCP edits to published projects on demo & trial platforms.

• The draft-only guard (authorize_project!) now lets writes through when the tenant's lifecycle_stage is demo or trial. All 14 mutating tools inherit this; active (and every other stage) keeps the draft-only rule.
• Applies to destroy too - the existing "has inputs" guards still protect content.
• Error message and destroy_resource description updated to explain the rule.

Not changed: the MCP still can't publish, unpublish, or create non-draft projects anywhere.
