feat(.github): Update release workflow to use file-based body

This commit modifies the GitHub release workflow to read the release body from a file instead of an in-memory variable. It also updates the `action-gh-release` action from `v2` to `v1`.

**Key Changes:**

*   **`.github/workflows/release.yml`**:
    *   The `softprops/action-gh-release` action has been downgraded from `v2` to `v1`.
    *   The `body` input, which previously used a step output, has been replaced with `body_path: release_body.md`.
    *   The `tag_name` and `name` inputs have been explicitly defined.
    *   The `env` block containing the `GITHUB_TOKEN` has been removed, as the action likely handles it implicitly.
