User description

Requested by Daniel · project thread

Summary

  • New README written from scratch: why it exists, how to run it (options, exit codes, monorepos, CI), what it checks, config, contributing. Marked as a work in progress.
  • package.json and codemeta.json descriptions now match the new one-liner.

Options and config keys were checked against ai-slop-detector.ts and --help. npm test passes (153/153).
