Extract PG-batch core into pg-llm-batch (Apache-2.0, standalone + submodule) (#1)
* feat: pg-llm-batch — standalone + submodule Postgres LLM batch engine
Extract the PG-batch core from xtrmLLMBatchPython into a clean, Apache-2.0
package: pg_tiktoken-backed token counting, token/byte/record-bounded JSONL
batch assembly, and submit/poll/retrieve against an OpenAI-compatible Batch API.
- Relicense extracted core to Apache-2.0 (upstream deps are permissive;
see NOTICE for provenance).
- Route all config/secrets through Postgres KV stores (com_config / com_secrets,
optional Fernet-at-rest); env is bootstrap transport only (DSN + Fernet key),
replacing the upstream ~75 os.getenv reads. DB objects are 2+ word snake_case.
- Standalone CLI (python -m pg_llm_batch submit/poll/retrieve/count-tokens/
config/health) + Docker Postgres image (pg_tiktoken + pg_cron + http) and
docker-compose with a /healthz readiness gate.
- pg_cron + pgsql-http batch retrieval/import path preserved.
- Tests: token counting (mocked pg_tiktoken + DB tokenizer lookup), in-memory
JSONL assembly, submit/poll/retrieve vs a mocked Batch API, KV/secret store;
plus a marked live-container integration test. 22 passing, DDL validated.
- docs/papers: CC BY 4.0 papers (PagedAttention/vLLM, DeepSpeed-FastGen).

* fix(ci): satisfy central coverage-evidence, osv-scan, trivy-fs gates
coverage-evidence (gating):
- Add PEP 735 [dependency-groups].dev (pytest-asyncio, cryptography) so the
central `uv run ... pytest tests` installs them by default; async batch-client
tests and the Fernet secret-store test now pass (was 5 failed).
- Make docker/postgres/Dockerfile build with its own directory as context (the
central job builds each changed Dockerfile with context = its dir): COPY paths
are now relative, a build-context mirror init/02_schema.sql is added, and
compose uses context: docker/postgres. Default ENABLE_TIKTOKEN=0 keeps the
standalone build fast/offline; compose overrides it to 1.
trivy-fs:
- Add non-root USER to both Dockerfiles (DS-0002).
- Pin cryptography>=48.0.1 (GHSA-537c-gmf6-5ccf, vulnerable OpenSSL in wheels
<48.0.1); uv.lock resolves 49.0.0. requires-python>=3.10 for that resolution.
osv-scan:
- Commit uv.lock as a scannable package source (was "no package sources found");
osv-scanner reports no issues.
scorecard: add .github/dependabot.yml and SECURITY.md.

* fix(ci): add HEALTHCHECK to postgres image (trivy DS-0026)
Clears the last trivy misconfig (all severities) so the trivy-fs scan body is
fully clean; the compose healthcheck still adds the richer pg_tiktoken-aware probe.
