Extract PG-batch core into pg-llm-batch (Apache-2.0, standalone + submodule) (#1)
* feat: pg-llm-batch — standalone + submodule Postgres LLM batch engine Extract the PG-batch core from xtrmLLMBatchPython into a clean, Apache-2.0 package: pg_tiktoken-backed token counting, token/byte/record-bounded JSONL batch assembly, and submit/poll/retrieve against an OpenAI-compatible Batch API. - Relicense extracted core to Apache-2.0 (upstream deps are permissive; see NOTICE for provenance). - Route all config/secrets through Postgres KV stores (com_config / com_secrets, optional Fernet-at-rest); env is bootstrap transport only (DSN + Fernet key), replacing the upstream ~75 os.getenv reads. DB objects are 2+ word snake_case. - Standalone CLI (python -m pg_llm_batch submit/poll/retrieve/count-tokens/ config/health) + Docker Postgres image (pg_tiktoken + pg_cron + http) and docker-compose with a /healthz readiness gate. - pg_cron + pgsql-http batch retrieval/import path preserved. - Tests: token counting (mocked pg_tiktoken + DB tokenizer lookup), in-memory JSONL assembly, submit/poll/retrieve vs a mocked Batch API, KV/secret store; plus a marked live-container integration test. 22 passing, DDL validated. - docs/papers: CC BY 4.0 papers (PagedAttention/vLLM, DeepSpeed-FastGen).
