Summary

• retain the complete rule loading, prompt, subagent, session, kickoff, manifest, drift, and rules.local wiring while making all 60 bundled rule Markdown files zero bytes
• replace the Claude-authored repository guidance and canonical skill corpus with independently worded Claude and Codex surfaces, keep the generated Codex plugin synchronized, remove source comments and obsolete ownership references, and replace safe-fetch with a fixed provenance notice that performs no network request
• fix nested agent.provider configuration, preserve agent.binary as an executable override, and make fresh local-only kickoff bootstrap the v3 hub and promote the created issue before launching Codex
• correct kickoff issue-comment/intervention commands, allow the final .kickoff-status write, ignore runtime worktrees/session files, and clarify that status completion is the last tool action

Verification

• cargo test --all-features: 1,813 library, 2,934 binary, 1 auxiliary, 201 CLI integration, 14 provider-hook, and 159 smoke tests passed; 4 infrastructure smoke cases ignored
• strict native Clippy passed for all targets and features
• strict x86_64-pc-windows-gnu Clippy passed in about one minute when run without competing artifact pressure
• dashboard ESLint passed with 3 existing fast-refresh warnings; 103 Vitest tests and production build passed

• Quarto rendered all 21 pages
• generated Codex plugin synchronization, JSON/TOML/YAML/Python/shell syntax, zero-byte rule, legacy-name, and diff checks passed
