Add the Apache License 2.0 LICENSE, exactly as the ASF publishes it at apache.org/licenses/LICENSE-2.0.txt, a NOTICE in the same form as the other CryptOS-PKI repositories, and link the licence from the README. lab and .github now carry the Apache License 2.0, so the licence page lists their files and drops the caution about lab having no licence. Lands together with CryptOS-PKI/cryptos-lab#3 and CryptOS-PKI/.github#6. Refs CryptOS-PKI/.github#4 Signed-off-by: Bugs5382 <12115015+Bugs5382@users.noreply.github.com>

What and why
labis the only CryptOS-PKI code repository without a licence file. The CNCF Sandbox requires every repository in scope to be Apache 2.0 licensed before applying, so this adds:The companion docs change adds
labto the licence page on the docs site: CryptOS-PKI/docs#28.Warning
The
LICENSEin cryptos, api, manager, web, helm and docs is not the verbatim Apache License 2.0: section 6 drops "reasonable and customary use in", section 9 is retitled "Accepting Warranty or Support" and reworded, and the appendix wording differs. GitHub detects those files asNOASSERTIONinstead of Apache-2.0. This PR uses the unmodified text from https://www.apache.org/licenses/LICENSE-2.0.txt (md53b83ef96387f14655fc854ddc3c6bd57, the same file Kubernetes ships), rather than copying the altered one. The other six repositories need the same replacement before the CNCF application.Refs CryptOS-PKI/.github#4
How this was verified
LICENSEis byte-identical to apache.org/licenses/LICENSE-2.0.txt and to kubernetes/kubernetesLICENSE(md53b83ef96387f14655fc854ddc3c6bd57).NOTICEdiffers fromapi's only in the repository name.
