What and why

The Release Drafter job was gated on an org GitHub App variable (vars.APP_CLIENT_ID) that is
never set, so no draft is ever created. This runs the drafter with the built-in GITHUB_TOKEN
instead, drops the App-token step and gate, and removes the CHANGELOG commit/update steps along
with CHANGELOG.md and its remaining doc references: the drafted release notes are now the
record.

After this merges, the next push to main should draft v0.1.0-rc.1.

Verification

  • Lint clean
  • Tests pass
  • Build succeeds
  • Documentation updated (if behavior or API changed)

How this was verified

Ran actionlint against the full .github/workflows tree (clean). No app code changed, so no
Go tests apply. Grepped the repo for remaining changelog references; only the unrelated
skip-changelog label name remains, which the drafter config still uses.

Approved. Release drafts now use the built-in token and the CHANGELOG is gone; the next push to main opens the v0.1.0-rc.1 draft. Refs CryptOS-PKI/.github#27
