A task page for the web UI's Operator CAs page: what it lists, the CRL and OCSP banners, registering a CA with the fingerprint confirm, changing the CRL source, uploading a CRL, setting the OCSP mode, and retiring a CA with the lockout guard. Companion to the web change that adds the Operator CAs page (CryptOS-PKI/cryptos-web#146). Merge the two together.

Verification
How this was verified
npm run buildcompletes with no broken links, andtask licensepasses. Button names, labels, banner titles and messages were checked against the web change. Theopenssl x509 -fingerprint -sha256command was run with OpenSSL 3, and its output pasted as-is matches in the form.
