chore(license): switch to Apache 2.0 and credit the original author #4

Summary

The repo was scaffolded with a placeholder MIT license. I want it on Apache 2.0, the same as
every other CryptOS-PKI repo, with the original-author credit the other repos carry (NOTICE,
AUTHORS, README Acknowledgements).

Acceptance criteria

• LICENSE is the verbatim Apache 2.0 text.
• NOTICE and AUTHORS exist, crediting @Bugs5382 (https://github.com/Bugs5382).
• Every source file carries the Apache 2.0 header (golic/task license).
• README has an Acknowledgements section crediting the original author.
