CC license status in warning with section empty and not required

Describe the bug

The status icon of the CC license section shows a warning if the section is empty and not required

To Reproduce

Steps to reproduce the behavior:

Configure CC license on submission
Ensure the section is not requirerd (rest property cc.license.required = false)
Open a new submission with the section cofigured and observe the section status.

Expected behavior

If the section is not required and empty the status should be valid (geen icon)
