It was only intended for use by site admins, and is PHP4-era code that would need a lot of work to bring up to our current security and code quality standards.

I am impressed that the wizard did as good a job as it did in creating the quizzes, but both the code itself, and the code that it creates are badly outdated, and we haven't created new quizzes in years.

We have enough existing quizzes that, if we need to create new ones, we can use existing ones as templates and develop instructions on how to do it. I like the idea of simplifying our code!

I think removing this is the right thing to do and removes dead/dying code from the codebase.
