Clean issues in ElectronNetDevMode NETSDK1004

Running dotnet clean on the project without a restore performed earlier will trigger the NETSDK1004 error.

This is due to the ElectronBeforeClean and ElectronClean. They depend on ElectronResolvePaths itself depending on ResolveProjectReferences which implies they have restored the project once.

Switching to ElectronSetPaths instead of ElectronResolvePaths might be the solution

Steps to Reproduce:

1. Clean using git clean -ffdx
2. Run dotnet clean on one of the examples
