chore(release): v2.1.1 — editorial redaction of novelty-claim framing
Removes (Novel) heading tags (§§3.2, 3.4, 3.5, 3.6, 3.7, 3.8, 3.17, 3.18), the associated **Novel claim** statements, and internal drafting annotations. No normative change: every requirement, definition, mechanism, and conformance obligation is identical to 2.1.0. Version identity advances with the live surface.
