Translate repository documentation and interface to English

Summary

• translate the public repository documentation and onboarding to English
• rename Dutch documentation paths to consistent English names
• translate CLI help, generated report text, JSON Schema descriptions, source docstrings, and validation errors
• preserve and document all ECP-0 through ECP-6 configurations, research designs, development logs, results, and protocol specifications
• preserve frozen configuration bytes and the measured Dutch UTF-8 baseline so published hashes and evidence remain reproducible

• 39 passed
• validated config/ecp0.yaml through config/ecp6.yaml
• verified all internal Markdown links
• verified versioned ECP-0 through ECP-6 configs and documentation are present

Reproducibility note

Existing frozen YAML metadata and the Dutch baseline sentence remain unchanged by design. Translating either would invalidate published SHA-256 provenance or alter a measured baseline. New repository-facing content must be written in English.
