Add ECP-7 Batch 26 coordinate replay study

Summary

• add explicit validated phased replay-gradient routing for the preregistered ECP-7 Batch 26 coordinate cycle
• record the sealed paired seed-11 development result and compact evidence manifest
• close the replay-routing family after the second sender pulse failed to increase unique-message capacity
• update fresh-agent guidance toward a direct sender-capacity intervention

Result

ECP7-B26-I reached 85.37% mean train exactness, 85.38% mean validation exactness, and 85.38% universal-translator validation exactness. Sender codebooks remained effectively unchanged at 13,438, 12,960, 12,720, and 13,440 unique messages. Shared failures fell while any-link failures rose, so the unchanged train and injectivity gates failed. The ECP-7 confirmatory test remained sealed.
