ubuntu-latest now resolves to Ubuntu 26.04, for which ruby/setup-ruby has no Ruby 3.0.7 build, so the CI (3.0) job fails at setup (example on #112):

Error: Unavailable version 3.0.7 for ruby on ubuntu-26.04

Since the gemspec still declares required_ruby_version >= 3.0.0, this pins the test job to ubuntu-24.04 rather than dropping 3.0 from the matrix. Dropping Ruby 3.0 support can be handled separately as a breaking change.
