Bumps the integration manifest to 1.3.1 so the merged v1.3 changes can be published under a new immutable tag.
Updates the metadata regression test to enforce the same release version.
The functional integration code and the existing v1.3.0 release remain unchanged.
Validation:
uvx ruff check .,python3 -m compileall -q custom_components migrate.py, andpytest -q(119 passed).
