Resolves ticket number: #363

Explain what your code changes:
Replaced the placeholder site description in src/app/layout.tsx from "TODO" to "A portal for Hope for Haiti staff and partner organizations to manage donation inventory, distributions, and requests."

List the steps you took to test your code:

1. Ran npm run dev locally with the change applied.
2. Opened the app in a browser and confirmed via DevTools that the tag renders the new sentence instead of "TODO".
