Fix unauthenticated page tagline & logo visibility

Description

• Org logos weren't showing up on unauthenticated pages (login, signup, forgot password, reset password) b/c they relied on an active org from the user's session; signed out visitors have no session --> logo never rendered
• Taglines weren't showing up on unauthenticated pages (login and signup) b/c they used white text on a white background

Changes Made

• Fixed organization logos so they appear on all four authentication pages while signed out
• Used the logo_url setting for configured logos, matching the navbar
• Added the existing Bits of Good Sunset logo as the fallback when no logo is configured
• Made the logos consistently sized and placed them in the bottom-left corner
• Adjusted fallback logo spacing and added a soft glow around the circle
• Added tests for configured logos, fallback logos, and readable taglines while signed out

How to Test

To check the fallback log and tagline...

• Use an org that has no logo_url or tagline configured
• Visit the unauthenticated pages (login, signup, forgotpassword, resetpassword) and confirm that the fallback Bits of Good Sunset logo appears on the bottom-left corners shows up
• Confirm that the fallback "Welcome" tagline shows up on the login and signup pages

To check the configured log and tagline...

• Have an admin configure a logo and tagline OR run pnpm db:view and add two rows (one for the logo and one for the tagline) in the local organization_config table
• Set the id to anyname, organization_id = org_servicestart, key = logo_url <-- testing out logo (key = tagline <-- testing out tagline), value = /sunset.svg <-- for logo (value = Tester tagline text <-- for tagline)
• Visit all four unauthenticated pages
• Confirm that the configured logo and tagline replaces the fallback ones
