Summary

The locked Pillow, filelock, and certifi versions trigger 45 open Dependabot alerts.

For easy-fix purpose, Python minimum version is bumped to 3.11.
The patched Pillow and filelock releases require Python 3.11, so this change raises the supported minimum and updates the affected dependencies.

Compatibility

Python 3.10 is no longer supported. Local validation used Python 3.11 on macOS; CI covers Python 3.11-3.13 on Ubuntu and macOS. GitHub will re-evaluate and close the alerts after this is merged into the default branch. This PR does not publish a release.
