Goal

Closes AND-1677 — depend on the released stream-video-webrtc-android-repackaged 145.19.0 instead of the snapshot.

Implementation

• Set streamWebRTC in gradle/libs.versions.toml from 145.19.0-SNAPSHOT to 145.19.0.
• 145.19.0 is the current release on Maven Central. No other catalog entry is a snapshot.

Testing

• ./gradlew :stream-video-android-core:dependencies --configuration releaseRuntimeClasspath resolves io.getstream:stream-video-webrtc-android-repackaged:145.19.0.
• ./gradlew :stream-video-android-core:compileDebugKotlin :stream-video-android-core:apiCheck passed.
• The full ./gradlew spotlessCheck detekt apiCheck testDebugUnitTest was not run. The diff is a version string only, and the API check covers the WebRTC surface core compiles against.
