New filter should say when filters are active

Filter should indicate when it is active.
When filter (cor constraints, Bindings, Obligations) is on and has kept status from a previous session, the user would miss some information without having actively clicked anything on that session for that IG.

Suggest to add some indication that the filter is on

Seems to be fixed.

Will change from a single icon that brings up a set of checkboxes to a set of 3 icons that toggle between two displays when you click on them so there's a visual indication that filtering is applied. Will make the "filtered state" icons 'pop' visually so they're less likely to be missed. Will use flyovers to explain what each icon means.
