In fhir2.base.template#0.1.0 PlantUML version is 1.2023.6.
In fhir.base.template#current (1.0.0) the PlantUML version is 1.2025.2.
see this commit

With the older PlantUML version some of our diagrams can't be rendered.

Please update plantUML version to 1.2025.2 or higher.
