Yes. The launcher versions where this restriction was first implemented were 3.6.12.276 (development) and 3.6.14 (stable).

This restriction applies to all regions except Chinese Mainland.

Sorry, but this is because a launcher that supports offline login (or more bluntly — piracy) is not well-received internationally.

You know, standard launchers like MMC (MultiMC) and its forks also require users to log in with a Microsoft account that owns the game. Furthermore, allowing offline login without a valid license may violate the Minecraft EULA.
