[FEATURE] Add Code of Conduct for community standards

Adopt the standard Contributor Covenant Code of Conduct (CODE_OF_CONDUCT.md).

Problem it solves

For growing open-source communities, setting baseline expectations for how contributors should interact is essential. Without a Code of Conduct, there's no formal framework for ensuring a welcoming, inclusive, and respectful environment.

Proposed solution

I propose adding the industry-standard Contributor Covenant. I would be happy to submit a PR with the appropriate file. Could you assign this issue to me and tag it with the ELUSOC label?

Alternatives considered

Writing a custom Code of Conduct from scratch, but the Contributor Covenant is already widely recognized, heavily tested, and legally sound.
