Removed the step to update NPM to the latest version.

Node 24 ships with a good enough npm cli client to do OIDC/Trusted Publishing to npmjs.org.
Leaving the explicit step there would have allowed us to potentially hit the current show-stopper issue with npm v12.0.0 - npm/cli#9722
