SPO votes covered by a pool-vote witness are authorized by the pool's registered, unexpired Leios voting key (CIP-0164) signing the tx id under a pool-vote augmentation, instead of the pool cold key. Covered votes contribute no cold-key credential to credsNeeded; every witness entry must name an SPO voter of the transaction, which keeps the witness from authorizing anything else.
