Install Matomo Tag Manager in GovTool

Matomo Tag Manager will allow us to track usage on GovTool much better than we currently can.

I don't know if there are any security/privacy objections to this, but if not, then can we:

1. Install MTM on GovTool
2. Enable MTM on Matomo (requires super-admin access)

If I remember correctly, GovTools was using Google Analytics and back at that time I configured the tag manager and some tags on the UI side.

Is this not the case anymore?

Ultimately, it is possible to install Matomo and configure the tag manager. If this is approved, perhaps @aaboyle878 can provide an instance of Matomo on GovTool side, and I can configure it. There will be some tasks for the developers as well, to integrate Matomo on the code side, and create tags

@kickloop I don't think Google Analytics is being used anymore. Matomo is definitely working, as we are getting up to date data.

@aaboyle878 I don't know whether or not we can get Matomo Tag Manager for free, but I think it's possible. If so, and there are no security or other objections, is it possible to install it on GovTool and also enable it in the Matomo interface?
