Description

Part of #1103, round 7. A full read of every changelog file. CHANGELOG.md is regenerated with util/changelog_md.py, and --check reports it in step.

• fix(vendor): pin except BaseException and correct a false docstring clause #876 item 3: it now says the R1720 pragma is kept because CI's PYLINT_FLAGS report R1720 on the else:, while a narrow --enable cannot show it is unneeded. I checked this with pylint 4.0.8.
• Stale claims:
  • _make_http_data never reads frame.flags, so END_STREAM is silently dropped on a parse-reconstruct round trip #652: a flagless HTTP/2 frame dumps as Flags::0 [0], per the dumpkit's object_hook interpolates o.name unguarded, so a nameless flag member renders as Type::None [0] #648 dumpkit fix.
  • design(protocols): PCAPNG.context shadows ProtocolBase.context with a different type #2172: section_context raises only on a block that holds no section.
  • http: _guess_version trial-parses instead of identifying, so it answers HTTP/2 for garbage text and for the preface by accident #800: HTTP._guess_version lives on HTTP.
  • fix(packaging): ship CITATION.cff in the source distribution #631: MANIFEST.in had the *.rst pattern, which chore: three MANIFEST.in lines match nothing #1794 dropped.
• Missing entries:
  • fix(ethernet,pcapng): reject a non-string MAC or EUI address (#2222) #2232: the MAC and EUI makers raise ProtocolError for a non-string, where 1.4.1 raised TypeError.
  • One bullet for the current engine-tests and required-checks shape (ci: cut queue pressure and diagnose slow legs #1052/ci: cut queue pressure in unit-tests (#1052) #1055, design(ci): small PRs queue the full matrix and starve lightweight workflows #2243/ci: let docs-only and test-only pull requests skip the heavy matrices (#2243) #2244). The ci: rebuild engine-tests as a Python × engine matrix with three cell outcomes #849 and ci: add a single aggregate required-check job to unit-tests.yml #856 entries described an older shape.
• Never-released names dropped: pcapkit.utilities.timestamp and HEX_SUFFIXED_NAME_EXEMPT_PATHS.
• Smaller fixes: the ARP entry cites :pr:2257, and the intro range ends at :pr:2257.
• Tests: test_changelog_md, test_conventions_doc_claims, test_unit_tests_queue and the docs tests give 231 passed. No text pins.
