clas12-config not kept up-to-date with coatjava tags

Suggestion: this could be a requirement for new releases.

After discussing with Raffaella, this should only be done with the coatjava versions paired with gemc in clas12-config/setup.json

Could we host the YAML files here? Then they'd automatically come with each new tag; we should test them in the CI though, of course.
